Howard is a graduate of the University of Texas where he received his BA in 1965 and his LLB in 1966. He became licensed to practice law in 1966 and received his accounting certification in 1972.

Howard began his career with the State Securities Board. After serving in the US Air Force, Howard joined a national CPA firm where he was promoted to Tax Supervisor. In 1978, he was co-founder and partner of a local CPA firm. In 1985, he merged that firm with Philip Vogel & Co. PC. With experience in all phases of accounting and tax, Howard serves clients of various sizes and industries. He has worked closely with several professional organizations.

Howard is a member of the American Institute of CPAs and the Texas Society of CPAs.
