THE CHALLENGE:		A city official contacted a shareholder of Philip Vogel & Co. PC regarding a review of their contract with an exclusive cable provider. The engagement involved a comprehensive analysis of the Cable Company's filings with the city to determine if the equipment installation and basic service charges were competitive and equitable. At the time, our firm had limited experience in this emerging area. How could we best support this city in providing their citizenry with an objective and efficient analysis of costs relating to basic cable installation and service?
THE SOLUTION:		By contacting one of our 46 national CPA Associates affiliates with an established cable and utility practice, we were able to quickly begin the evaluation. Our affiliate provided guidance in researching and interpreting Federal Communications Commission (FCC) rules and regulations. Through our collaboration we gained a more thorough understanding of how cable companies operate and how rate regulation works. Initially, there were few questionable findings. Later, the Cable Company was sold to a new operator that used different methodologies. Under the new ownership, several errors and questionable practices were discovered which resulted in unsubstantiated costs that would be passed on to consumers. Our firm recommended lower rates, which resulted in significant savings to consumers. The city and the FCC have upheld the findings and adjustments made by Philip Vogel & Co. PC. Since this first cable service engagement, our firm has assisted numerous cities with similar issues.
